IPG takes stake in Facebook in exchange for media spend

In a new deal between Interpublic and the Facebook, IPG's group of companies will take a 0.5% share in Facebook in exchange for spending $10 million of their clients' money on the site. Doesn't this go against compliance protocols? Now that IPG has to spend $10 on Facebook, wouldn't that skew media recommendations to their clients?
